Clock Operation Card

When this card is in a director, it makes the director pulse depending on the number of clock cards. So 1 clock card == 5 ticks of its wanted signal strength, 1 tick of 0. 2 clock cards == 5 ticks of wanted signal strength, 2 ticks of 0. Etc.
